The Story row is the reason the myth survives. Instagram genuinely does name Story viewers, and people reasonably assume the same thing must exist for profiles.

Why do so many apps claim to have this?

Because the claim sells, and it cannot be disproved by a user in the moment. An app shows a plausible list — often people who recently liked something, or accounts pulled at random from your followers — and there is no way to check it against a truth Instagram never publishes.
